A Scope of Appointment form is required when conducting an in-person or telephonic one-on-one marketing appointment even if the consumer does not enroll. An SOA is not required when you meet with a consumer during a formal or informal marketing/sales event. However, a Scope of Appointment can no longer be taken verbally within LEAN at the time the voice signature request is completed due to the CMS 48-Hour Rule. The rule from CMS states that agents must wait 48 hours after the SOA is received before completing a voice signature enrollment.
